Dear Sir:-

The Committee of this branch have perused with much interest the copy of your correspondence with Mr. Worthington, of the Board of Trade, on the maintenance by the Foreign Powers of Postal Agencies in China and using these agencies for the purpose of increasing their influence with the natives.

The existence of extra-territoriality in China of course affords the reason and the warrant for the maintenance of these Postal Agencies, but, except at Shanghai, where a separate Post Office using Hongkong stamps exists, Great Britain has been content to forward British letters through the Consular Agencies of the Hongkong Post Office at the various Treaty Ports.

France, Germany, Russia and, more recently, Japan, have, however, all opened
